Sept , 2009 Board meeting Minutes
The purpose of this meeting of the Board of the Association is to offer long term solutions regarding the essential difficulties related to the recurring unavailability of financial resources, the cost of air conditioning and the production of drinking water.
I / RESOURCES
Taking into consideration that certain operating issues can be improved, we must first take into account that these issues are essentially a direct result of the unavailability of funds (Maintenance Fees and the Special Assessment).
These shortcomings are the result of:
- Incomplete collection of Maintenance Fees every year
- Incomplete collection of the Special Assessment
- Occasional budget deficit resulting from an unpredictable increase in the price of the supplies required that were not sufficiently budgeted (mainly water and electricity).
II / AIR CONDITIONING.
It needs to be considered the operating costs of air conditioning equipment electricity consumption, as well as the technical development in relation to energy savings.
III / PRODUCTION OF DRINKING WATER.
Finally it should also be considered the implementation of a desalinization system in order to substantially reduce the costs.

I pulled this little note from the St. Maarten Timeshare Owners Email Forum . It is a note from someone staying at the Sapphire right now. Thanks Jeff for the forum and I suggest any of you interested in “whats up” with timeshares on SXM to check out the site.

Heard there are not enough room keys (have to order more key cards from China).
Re: Special Assessment: Only building One has had any replacements of TV’s to flat panels and mattresses etc. (Where did the money go?) This is firsthand info. Yes I am here. Otherwise all is okay.

That time is upon us once again for board ( I am geting sleepy just thinking about it ) elections at the Sapphire. No communications from anyone one this ( except Tommy ) as of yet.
Lets start with the list of accomplishments of this years board : OK thats it
The 2009 meeting was held .. we did not attend .. the meeting was moved to a new date.
Not sure who was elected or if there was even a vote .

There are three towers at Sapphire.
The first tower to be built (along the road in the center of the property) uses two digit room numbers wherein the first digit indicates the floor and the second digit indicates the unit number on that floor.
The second tower to be built was to the east of the first tower, directly above the pool.
All units in this building start with a 2 and the next digit indicates the floor while the last digit indicates the unit on that floor.
The third tower to be built was to the west of the first tower, directly above the children’s pool and gardens.
All units in this building start with a 3 and the next digit indicates the floor while the last digit indicates the unit on that floor.
The floors are numbered in the European style wherein one enters on floor zero.
The first floor is one flight up. Are we all thoroughly confused? If not, read on: The floor plans in the various buildings include studios, one, two, and three bedroom units and are not the same even within a given building.

We’ll post blog entries here to keep you updated on news and events concerning the Sapphire Beach Club from the owners point of view. This site is not a part of or affiliated with the resort and is intended as a repository of information pertainant to owners at the resort. Please flush when done.

Checks in the mail: 2009 maintenance fee’s : Yippee , got that jewel in the mail yesterday (early , for once .. not 3 days before it is due) . Fee’s are UP .. cannot wait for the posts on this.
Winter 2008 newsletter: Hope everyone received there newsletter in December with a rundown of board of directors votes and what not. ( along with that good ole maintenance bill ) .
Litigation : The group taking Sapphire to court for the special assesment has lost a round in court , which will be appealed. The board voted (not unanimous) to send the delinquent accounts to a collection agency and if you are delinquent , expect phone calls. If you are delinquent with your normal maintenance fee’s I would suggest you pay up, as these fee’s are in no way connected to the litigation. If not, you will be asked to pay up before you can check in. I am not sure if they can MAKE you pay delinquent special assessments at the desk , as the case is still going on. Perhaps a note to the owners from the legal council here would be nice to let litigants and owners know where things are at on this.
New affiliation : Sapphire is now part of Interval International : This is a good thing , Interval is a larger and more succesfull Timeshare exchange organization. Sapphire is still not listed on the available resorts on its web site as of the end of December. If one is a member of Interval already it should have no effect except for no fee. This was done at no cost to the resort , so I suspect it means more income and no maintanance fee reductions , or why do it. www.intervalworld.com
Water Plant: Sapphire expects the new water plant to be up and running ( inside the resort ) soon. Reduced costs to the resort for water, no maint. fee reductions ? , or is that what WE paid for ?
